Changes to when an item can be revised?

I had a few FP items to revise just now. All have 8 or more days before they automatically relist. First revision was fine. Second loaded gray, with title and price and other things grayed out as if it were an auction with bids or ending within 12 hours. And there was a button to click to learn about revisions. Odd, but I pretty quickly recognized that the item was one that had come up as having watchers and that I'd made a discount offer to two days ago (but still within the 48 hours they have to respond). I checked the only other item I have an outstanding offer on -- grayed out. Checked an item with no outstanding offers, I could revise it. I do sometimes revise items I've made offers of discounts for, figuring if I was willing to take less for that one person I might as well lower the price for everyone. Not being able to do that is definitely a change from what was possible in the past.

I am pretty sure that if a BIN item has no bids you can end it and relist it with your new price.  I don't micro manage my 3100 listings.  I just use a shotgun method and blast them all even if they have had watchers for more than a couple weeks.  As I relist them I can modify the price or descriptions.

ETA: message on grayed out screen read “Some of the fields in this listing are not editable at this time”. Followed by a “Learn more” button.

I'm pretty sure that it has always been impossible to revise a listing that has an active offer or counteroffer.  Allowing revisions could lead to some serious mischief such as changing the item description or even the entire item.

These aren’t “real” offers to a specific potential buyer. They are blanket offers to everyone that shows up as anonymous watchers eligible for offers on the overview screen. If I was desperate to make a change, I’d just cancel and relist. I’m sure I’ve lowered the price for everyone in the past based on lowering it for watchers, I must have been outside the 48 hour offer timeframe (as I will be in a few hours) when I’ve done it before if this is not a new thing.

A blanket offer to all watchers is still an offer.
