Cant send message in resolution center

Buyer opened request and requested refund but USPS was already trying to deliver item yesterday. For some reason ebay do not allow me to send message through resolution center (i can send it only through item listing). Here is message " Access Denied You don't have permission to access "http://www.ebay.com/res/ItemNotReceived/SendMessage?" on this server.

Reference #18.bedeef50.1518848580.baddb71" . I even dont know am i able to send full refund through resolution center. What should I do? I can loose top rated rating and even receive "below standard" because of this ebay glitch. Please help!!!

Just tried to update tracking info and it was denied too (was trying via mobile with different IP too - unsuccessful), then i tried to refund buyer and refund was successful. But now unfortunately i have lost my item and my money because of this glitch

Why on EARTH would you refund?

You should not have refunded yet - you should have called Ebay and asked for an extension - giving them the tracking number which showed the item was to be delivered that day.

I thought that "access denied" was to all my actions in resolution center, including refund option. Next time i will call em, but i have to call from Europe and i'm not good enough in English language, but i can try next time. Hope they will fix this glitch. I was afraid that buyer will escalate to ebay support when my access to sending messages is "denied" so i was at risk to receive "defect"
