I sold an item and the buyer had not payed after a couple days. I contacting him asking what was up with the payment and he said he thinks his account got hacked and that he was certain he had not purched The item. The next day i get an email from ebay saying "We had to cancel bids and purchases on the following item(s) for the buyer, XXXXXXX, because they were made without the account owner's permission" and that i would be credited for all fee's. At the end of the email it also says "We’ve also made it easy to relist your item if it was removed. Although the item is no longer available in search listings, you will find it in the “Sold” section of My eBay." Unfortunately when i try to relist the item it tells me i have reached my listing limit in that category and have to wait 30 days. Is their anything i can do about this?

Unfortunately, for new sellers there is no way i know of to get around a category limit but to wait it out. As you see, even if a sale falls through, the listing will still count towards your limits. Most sellers have them so it is not an unusual occurrence.
When i first began selling, i was not allowed to list my designer Louis Vuitton handbag and the matching boots at the same time because my limit for that brand was one a month. Ebay was implacable when i called to inquire. The platform wanted me to prove my merit first.
The best way to get limits raised is to establish a successful selling history over the course of at least 3 months. Once a certain number of trouble-free transactions occur, eBay will approve more listings. Below is a link to more information on eBay’s policies on seller limits.

That is a good question. You could call ebay and ask them. I would think your limit is your limit though.
