Hi,
I used to have a 100% positive rating on eBay several years ago, then I stopped using eBay (moved four times as I traveled state-to-state.) Anyway, I decided to start selling again, and eBay would not list my dozens (hundreds?) of positive sales rating. Bummed out, I decided try start over a year ago, my first sale turned out to be someone who claimed he never received my product -- I think he did, but I refunded his money 100% and posted an apology. I received a -1 for being a good guy. eBay still has not taken that rating off my account.
What I DON'T understand is this:
a. Why would eBay deny me my 100% rating for dozens and dozens of sales?
b. Why would eBay NOT delete one solitary negative sale ... even after a year?
c. What do I need to do to start **bleep** over again with a Neutral rating? (go to Etsy, Amazon, or elsewhere??)

At this point you would have nothing to lose by using this account for buying only, and start a second one for selling.
If you don't want to go that route, then make a few purchases on this account to boost your feedback rating, and start selling with small, low-risk items to get the hang of selling here once again. Your reply to the feedback was fine for anyone who bothers to read it, and once your newer feedback pushes that onto the next page, fewer people will see it.
Incidentally, if you ship with tracking, you should be able to tell whether the buyer actually received the item, and would be able to prove it if he filed an Item Not Received dispute. It's too late to do anything now about it now, but if you have Delivery Confirmation that proves your shipment was delivered, then you don't need to refund.

Several years ago, eBay increased the security requirements for passwords. If a user didn't update their password before the deadline, their account was closed so it wouldn't be compromised. That's probably why your old account was closed, but since you didn't mention the user ID, it's impossible to check.
If a negative feedback has been left unfairly, that needs to be addressed with customer support within 30 days after it's left. A member's feedback history is permanent. The only neg I've ever received was over 10 years ago; it's still on my record.

The feedback still stays even if you never buy or sell again...BUT the PERCENTAGE will go to zero if you go over a year without receiving feedback. In essence you are a new seller again, but all it would take would be one positive to bring you to 100%.
I have 1611 total feedbacks received and my percentage is 100%. If I stop everything today and come back a year and a day from now, I will still have 1611 feedbacks received, but my percentage will be zero. Make sense?

Feedback is a one way street and means little these days. I've seen negative feedback when an item was 3 days late. One of my best sellers gets about 5 negatives a month for stupid reasons and he does not care.

The eBay user agreement states that they may cancel inactive accounts. To keep your account active, all you probably needed to do was log in every month or two.

What you are really asking is "Why won't eBay ignore their own rules and delete my megative feedback to hide the fact that my only customer on this account was unhappy with his transaction?" If you think about it on those terms, it should be clear why eBay is probably not interested in doing that.

As long as you are not bypassing a restriction or suspension, you can simply create a new selling account.

If i were in your situation, i would make a few small purchases to bring my feedback up. Then start selling again.
BTW i think you did an excellent job of replying to that feedback. I would not hesitate buying from you.

Why would ebay invalidate a Buyer's feedback because you don't like the feedback that was left for you. Whether you stay or go, I doubt that it will have any affect on ebay's bottom line.
