I'm fed up with dealing with ebay's useless virtual assistant for support, and while I finally was able to send an email to support, I thought I might (vent) post here too in case anyone has any tips or suggestions.
TLDR: I'm an American expat living in Japan and want to set up an ebay account to sell my extra Japanese pokemon cards. Currently unable to proceed past step 3 in the process for creating Seller Managed Payments. It asks for a credit card for selling costs, then keeps giving me this error: "Please ensure that the billing address you entered matches the address on the card."

I believe the problem with signing up with Managed payments lays with you being registered in Japan while trying to use a credit card that has a US address. This will cause the discrepancy between your credit card address and your registration address, they both must match exactly.

Yeah, that is one of the possible reasons I have thought of.
Just to shout into the void (not directed at you in any way), but if that is the reason then WHY am I not given any information about this? I can only work with the instructions I am given by ebay; I don't want to play guessing games about the actual requirements for what is needed.

If you have a social media account (I use FB), you can contact eBay that way and they will give you an answer in very short order.
Go to FB/eBay and send a message from your account. You can also use Twitter and Instagram if I'm not mistaken.

I don't have FB, but I think I can still get into my old twitter account I haven't used in years. Thanks for the suggestion. I'll keep that in mind if I don't hear anything back from my email.

Here is a thread from 2023 that claims your credit card must be from the same country as your registration address. I am not claiming it is accurate information, just that this has been discussed here before:

The name and address on your business license if applicable, your driver's license or National ID, your bank account and your credit card should exactly match your name and address on eBay. Change your bank address to match.

Thanks for the link. That does look like an extremely similar situation to mine.
I do have a Japanese debit card, so maybe I'll see if that works.
Do you happen to know what ebay means by payout currency? I set up the payoneer account with my US bank account, but if I am going to do this credit card step with my Japanese debit card, should I change the payoneer account to be associated with my Japanese bank account? I don't really want to do that because Japanese banks are so bizarrely behind the times that their version of online banking barely even deserves to be called online banking.

Sorry, I'm not sure I understand what you're saying.
When you say I should change my bank address to match, what bank address? The bank account I set up the payoneer account with?
The step in the process I'm currently stuck on is ebay asking me to register a credit card, and they are giving me problems with the billing address for that credit card.

Hello, were you able to find a resolution to this issue? I am in a very similar situation. I agree this whole process has been incredibly frustrating. American living in Japan. Using my Japan Post debit card I get stuck at step 3 in the process for linking my Payoneer account. Message says Ebay "cannot verify this card". I suspect it has do do with Ebay attempting to make a small 1 or 2¢ transaction but Japan Post/Yuucho debit not accepting charges less than 10¥. I will be visiting the bank today to discuss. If you found a solution on your end please let me know!!
