Cannot Refund Buyer

I did not measure an item before selling and the buyer does not want it.  I said it is fine to keep and I am trying to give a full refund.  It keeps failing and telling me to try again later.  I have a negative balance in my Paypal from the dispute.   Is any one else having issues refunding money at the moment?

Contact  the eBay Customer service team.. they give best solution for you..

the refund failed because of the paypal balance.you will need to put more money in paypal,the fastest way to get it done is have a friend send you some money thru paypal

     Hmmm, Where is the money from this sale? Dispute? What did that buyer go thru, ebay or PayPal?

I guess I'm getting confused here, you do understand that PP is just a processor of funds and not a bank, if you have a neg balance in your PP you need to clear that up with the bank account that's tied into your PayPal. Has this buyer already been refunded thru ebay?

I've been on ebay for 18 years and I've never been this confused.

The case is opened through Ebay.  It fails when trying to send a full refund.  Says to try again later but always fails.  That may be because of the negative balance in Paypal (held funds because of this case) but it will not let me add any funds.  I have sent a partial refund request for 1 penny less through ebay but that requires the buyer to accept that amount.  I'm not sure if it is not working for them either but it still has not gone through. 

Neither of us are happy and we don't know what to do to resolve this.

You'll not be able to refund through PayPal if you don't have enough funds there. Remember that they pulled their 2.9% first. Just add enough to your PayPal balance. Good luck.

Did ebay already refund this buyer? Did you add money into your bank account that is tied to PayPal?

Buyer is saying no refund yet.   I withdrew the money when I received it weeks ago but now I cannot add funds in Paypal.

Do you know someone with funds already in their PP account that can send the funds to you?  That might work and would be the fastest way to get funds in your account. You could pay them back once your account gets sorted out.

Sorry this is ridiculous.  I shouldn't have to bring another person into this mess to get me out of it.  This may be my first negative feedback over nothing.  Trying everything in my power to refund the buyer (full payment won't work and they won't accept a partial even if it is only 1 cent less) and can't do it.  Can't add funds to my Paypal.  What a dumb mess over a $25 item I only "made" $6 on.

Ebay and Paypal, you really have gone downhill and need some form of customer service.
