Cancelling item due to region issues

I went to cancel an item as a seller because not only does it say I'm u.k. when I am not (bought someone a gift while on vacation) and not only do I not have a UK bank account which is set up different than an American one but I can't refund the customer either. How do I cancel or should I tell the buyer to cancel on their end? I don't want them charged for an item I can't send due to not receiving funds or scam them.

Just cancel it provide the reason for cancellation that its incorrect address. The buyer will eventually receive their refund.  Paypal will just simply process.

The listing for the head studs makes it look as though you registered for Managed Payments.  Did you provide eBay with American bank account information before setting up your listing?

Has eBay advised you to send this item as it has been paid? I see no reason to refund or not send the item. 

If you have received the notice to send it, use tracking and then correct your eBay address to your US address in Cheyene, Wyoming.

When you purchase for a gift in future, change the address at check out, not your primary eBay one.
