I wonder statistically is the likelihood of a buyer filing a cancellation request related to the likelihood of them filing a return in general.
Under the new policy will buyers who tend to file cancellations be more likely to file returns more than buyers who never want to cancel their pre-shipped purchases?

I'm not sure what you are asking.
Are you saying that at the time the buyer purchases an item they know they are going to want to return it?
The cancellation process is ONLY to be used BEFORE and item ships. It is not the right process if the item has already shipped.
The new policy is not likely to have any effect on when a buyer might file a request for return, unless Sellers start denying Cancellation when they actually could cancel the order but prefers to force the buyer to take the item they purchased.
I think you were on the thread I posted announcing the change to this policy. The new policy allows for some protections for the sellers feedback if we process the request to cancel that we didn't have before.
Are you thinking you will be getting more Cancellation requests with the new policy? IMHO that is not likely to happen. Buyers could always ask for a Cancellation past the old one hour deadline to file for a formal Cancellation request. In my experience I don't think I've had but one cancellation file with that formal form. All the others I've ever gotten over the years was the buyer asking via email.
It is nice to have the added seller protections with the new policy upgrade.

I agree with @mam98031 new policy is likely not to affect cancelation or return percentages much.
Just like haters gonna hate,
serial returners gonna return,
and chronic canceler's gonna cancel....
except now, allegedly, sellers are protected against the ones who wan't to complain about it through negatives & neutrals.

Sorry for being unclear. This doesn’t really have to do with the new policy change other than it just made me think more about buyers who file cancellation requests or message sellers for them. Let me rephrase my question.
Historically of all the buyers who have filed returns on eBay (not including the shady “bluff” returns where the buyer never intended to return the item), what percentage of them have also either filed a cancellation request or messaged a seller asking to cancel? For instance as a buyer I’ve filed a return on ebay before. But I’ve never filed a cancellation request nor asked a seller for one. I wonder if I’m the majority or minority. That’s all.

I think you are like most buyers. Most never request a cancellation.
Just for clarity, if the item has shipped, the cancellation process is not appropriate.
