How can I cancel a sale when there is a bid? Buyer quoted me a price. I listed with a BIN at that price but then he bid on the lower price. I intended for him to bid on the BIN price which he originally agreed to do. I want to cancel the listing and start it at the price he originally offered.

He might have placed a bid for the BIN amount. That would make the BIN option disappear, and his bid would show up as the opening bid price until somebody bids against him.
If you cancel just the bid (rather than canceling the whole listing), the BIN option will probably reappear. If it doesn't, THEN you can choose to end the listing. If you relist, then probably you should choose to list in fixed price format rather than auction so your buyer doesn't make the same mistake again.

The BUYER should retract their bid.
