So I listed an item as a fixed price auction (this way, I could require immediate payment and the sale wouldn't be final until payment was made). I inadvertently allowed for best offers to be made, most of which I rejected. Well, I had one come through that was pretty close to my asking price, so i accepted that offer. This was my first time in all my years of selling that i ever allowed offers to be made on any of my auctions, so I've never been through the process. I thought that, like the buy it now auctions (where you can require immediate payment), that this would not become a final sale until the prospective buyer paid, and that my item would still be listed and allow for someone else to actually pay for the item. Unbeknownst to me, that is not the case, and my auction is considered ended and I have to wait up to 48 hours for the buyer to pay, assuming that they do (based on how little feedback they have, I'm not bettig on them paying). What would happen if I were to cancel the order? Would I still be charged a final value fee? Or is it best to wait out the 48 hours and then relist my item? And then what, do I still have to file a NPB report? Thank you in advance for any input.

Unless the buyer requests to cancel, you will not have a legitimate reason for doing so that won't cause a defect on your account. It is best to wait the 2 days and file the unpaid item case if they do not pay.
You are correct that accepting an offer disables the immediate payment feature.

If you cancel the order without the buyer asking you do so, you could receive a defect and you are only allowed a few of those. Plus, you aren't supposed to cancel an order just because the buyer didn't pay immediately. You can open an unpaid item claim after 48 hours and then close it after another 96 hours. When you close it you will be credited any final value fees that you were charged. The buyer can still pay within the 96 hours so you can't relist it until the case is closed.

Accepting Best Offer does negate the IPR factor. You can get around that on a fixed price, IPR listing by revising/changing the item price to what you would have accepted as the Best Offer, and then advising your buyer of that. You can give them a time period to inspire action, such as the price will be lowered for 24 or 48 hrs for them to purchase it, then it will be raised to it's original price again.
This keeps the IPR intact; no more waiting for payment.
Open a UID in 48 hrs, close in 96 hrs, buyer gets a strike and you get your fees back. Just two of those strikes and the buyer will be blocked by thousands of sellers who use this block.
Only then can you relist the item, because if you don't wait until the Unpaid Item Dispute is closed, you could find yourself with two buyers for the item, and one is NOT going to be happy with you at all!
