Here's my standard reply to that question: Using your imagination, go way back to the very beginning of eBay, whenever that was. What if eBay had only allowed buyers who had accumulated FB to buy on eBay? Where would eBay be now? How many buyers would there be?
It's like my walking into a store and being met at the door by an employee (a guardian?) who would tell me I could not shop there because I'd never shopped there before.

You cannot. However if you list all your items at a fixed buy it now price with immediate payment checked off and don't offer best offers, you'll be more likely to attract a serious buyer.

You can block a user with (-1) or lower. As buyers can no longer get negative feedback that ID would also have to be a seller to be rated (-1) or lower, so as mtgraves posted, the answer is truly "nope".
You could restrict the # of items that a low feedback buyer could purchase in a short time by setting "buyer requirements", but still not a completer restriction. Also they could just purchase as a "guest" if the listing is a "buy it now".

Use help and contact to "search" buyer requirements. You can of course come here to the boards to ask a question anytime that you would like to, but Help & contact is located at the top, or bottom of many eBay pages, and can be used to find many official eBay policies.

Well, You got it. Some of us are proud to be the first seller to a "0" feedback buyer.
A buyer is a buyer. That's why most of us sellers are here.

I don't mind them. Especially if they are guest accounts. Some people can't be bothered to make an account or don't want too or use Ebay so little that they forget their credentials and just start a new account.

You can on a individual basis, that is if you know who they are you can block them. If you had a issue with a user you can add them to your Blocked Buyers List (limited to 5000). To completely block everyone who has O feedback, there is not a function to do this.
When eBay first started they would block you from selling unless you had 10 Feedbacks and a person could leave a feedback for a non transaction.
