Went to bid on an auction and ebay wanted to know how I would pay if I win. Managed payments balance is not an option. Only PayPal and a bankcard I have linked for payouts. Why can't I use managed payments balance?

This is apparently a resurrections of sorts of AUTO-BILLING for auctions. You are the second person today that has had to put up a payment source in order to bid on an auction. If you see that pop-up again, could you grab a screen shot?
eBay removed the Buyer Requirement that was placed on the seller's preference page. Apparently, eBay is going for it again WITHOUT THE ABILITY FOR THE SELLERS who provide combined shipping/invoicing for multiple items to the same buyer to turn it off.
Could be a test to see if people comply with putting up a payment source and being billed separately for each auction as they end. Or it could be a new 'feature' , intended change to make everything more streamlined and more expensive for all concerned. Last time the forced my buyer ID into this I just quit bidding on auctions.

Sorry, I didn't finish answering your question about managed payments. Last time when eBay required buyers to put up a payment source in order to bid.....it did limit the payment options available to the buyer. No Apple Pay, Google Pay, Spendable Funds, PayPal Pay in 4, PayPal Credit, etc. Each auction will be billed to your payment source as they end, so if you win more than one from the same seller you will not be able to request an invoice for combined shipping as the full shipping price will already be paid if this new rollout functions the same way as the last one. The major difference I see at this point is SELLERS CANNOT TURN THIS OFF to accommodate their buyers who typically bid on more than one item.

Just curious do you also not purchase BIN items that have IPR?

If this is going to be the policy for buying anything via bid, then I guess I'm done bidding. I checked a BIN listing and I can still use spendable funds there.

I can choose my payment source with an IPR. It if is expensive I can choose Pay in 4. If I would like to have more than one item from that seller, no I don't BIN/IPR and perhaps just choose ONE or NONE. The categories that I shop are almost all exclusively sold at auction, so I have only even seen an IPR listing maybe twice in many years.

You asked me to capture that pop-up as well, but it hasn't come up again. Now, we have to read the fine print to know whether or not the auction requires auto pay.
