Can’t send offers or accept offers

I haven’t been able to send any offers or accept offers I have gotten from buyers. I do believe I have some strikes but I can’t see the email or anything to help me take off the strikes to send or accept offers. I just need help to get the strikes off because now I’m able to buy the items.

Did you mean offers from sellers? You don't appear to sell.  Until the strikes clear off,  you probably won't able to be even able to buy or bid here.  I believe 2 strikes will restrict you for a year.  Sorry.

I'm assuming you mean send offers to sellers? The only way to remove strikes is time. You get a strike for each time a seller cancels a transaction because you did not pay. eBay does that automatically. 

 

Sellers have a choice to block bids or offers based on the number of strikes you have received in a set time period. The most stringent setting is 2 strikes in 12 months. This is what most sellers (myself included) will set it to. This is done at the individual seller level, so every seller (and therefore every item you want to bid/offer on), is different.

 

So, in a nutshell, once you get to the point where you have 1 or less items that you did not follow through with and pay for in the last 12 months, you should be good to go.

If the strikes are for nonpayment, then each one takes 12 months to cycle off. We cannot see your account to know what the strikes are for, so we just have to guess. Most sellers have their accounts setup to block any non-payments if 2 or more in a 12 month period. So if you do have 2 or more, you will have to wait till the oldest one(s) cycle off and you get below 2. Till that happens, there is nothing eBay or anyone can do for you. 

If the strikes are not for nonpayment or are other account restrictions, you would need to tell us so we can offer advice or suggestion. When you bid or try and make an offer, what is the message you are seeing telling you why you can't buy?
