Can't list an item because of selling limit incre

Hello there its my first time selling on ebay 
i started listing my first product on ebay and after everything was done i was about to upload the product but this thing came in my way now i dont know what to do with it 
the message was
"Unfortunately you're not currently eligible for a selling limit increase.
You may need to build up your selling history or wait until your current monthly limit is reset before you can request another increase to your selling limits."

Did you sign up with managed payments via Payoneer? Did ebay approve you to sell? More info could be helpful.

Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.
