A few weeks ago I listed a lot of 26 items, I had completely forgotten about them till they sold last Saturday. I took out the items and found that I had lost one, I then sent the buyer a message on Monday apologizing and told them that I would gladly refund their money or send the items as they were. I got no response, I sent them another message today reiterating what I had said on Monday.
I am at a loss as to what to do, I don't want to send the items if they buyer doesn't know that one is missing and then look like a dishonest seller, but I also don't want to refund their money if they don't know why I'm doing it.
I would really appreciate some advice if anyone has any.

You could ship out the ones you have then refund 1/26th of the payment with a note that one item in the lot is missing. I sold several pairs of earrings but one pair broke. I asked the buyer if I should include the broken one or refund for it. Instead, she asked for a different pair. It was all good. It would be nice if you could ask but at some point you have to get it in the mail.

Send the items and give a small, reasonable, partial refund for having only 25 instead of 26. It's far worse to miss your shipping deadline (handling time) that it's worth to wait for a reply.

Send them out with a note of apology. A partial 1/26 refund is useless.
