Can’t edit or revise some of my listings

I have several listing that don’t have any bids but I can’t  revise or edit them.  There is a lock symbol by each category.  Most of my listings can be revised.  Why are only a few locked for revisions??

You cannot revise items if you "made offer" to customer.
