Can't change "Item location" information in my ads

I've read that changing this in the ad will cause the change to be inherited in subsequent ads. But the old information just comes back on subsequent ads.

How can I permanently change the "Item location" box info in my ads?

Make sure your registration address is correct. Then go into your shipping/ship addresses and make your registration address as the primary one.

You can bulk edit your listings. 

On the bulk edit page, click the Edit Fields drop down menu, select Item location.
