I had a buyer make an offer on an item, I accepted but they didn't pay. I opened an unpaid item case and shortly after the buyer paid. Once they paid I picked the item up from where I was storing it and noticed it was damaged. I immediately contacted the seller and refunded their money. They have yet to respond after 3 days now and I'm still unable to cancel the transaction. Where should I go from here? Is there a way to contact eBay on the weekends?

I don't think it's possible to cancel a transaction after an unpaid item as been filed and closed with payment.
Others will post and correct me if I'm wrong.

Only one case per transaction is allowed. Since the unpaid item case was opened and the buyer paid you can't cancel the transaction.

Before you accept a best offer, go get the item and make sure it's okay. Then accept the offer. That's what I do. That way if there happens to be something wrong, the offer can be declined and the item removed with no bad aftereffects.

Since I’m unable to cancel the transaction and unable to reach the seller what are my options?

Do you mean you can't reach the buyer? The buyer can't help with this. You have refunded so that's all you can do for the buyer.
You can contact eBay and ask about the final value fee credit, but I doubt they will issue the credit.
