Are you using a comma after the last name on your list then a space, then add the user ID? When I do that, it holds the name. I looked you up (alphabetically) after I added you and it worked for me.

Yes I am doing that. It is what I have always done but now I can't. I have another shop and I tried on that one as well and it just won't hold it. So weird.
Don't know how many names on your blocked list but when a name is added they are listed numerically and alphabetically. If a username starts with a number, say 1, then it would be first followed by names with 2,3 etc. Same for letters a, b, c etc. Newly saved username(s) would not be at the end of the list unless of course that is where they should be, such as one that starts with a z.
Have you tried clearing your browsing and cache history then checking your list again. Sometimes doing that will unlock newly saved things and remove old items that were unsaved but still in the memory.
