After 23 years and 100% positive feedback and no issues ever eBay says I need to upload my drives license to receive funds on hold. I'm following the instructions precisely and get an error that says "something went wrong please try again later." I've verified my information matches exactly and have tried jpg and pdf formats. Everything is clear and legible. There is no way I know of to get help with this so I'm going to refund buyers from today whose orders I haven't shipped yet.
Does anyone know how to resolve this issue to get access to my funds? Chat feature is just automated bots etc.

Maybe you need to clean up your history in your browser. That was happening to me when i tried to upload a photo. After i did the cleaning it worked fine. Good luck

What format is your photo in? It should probably need to be a JPG or PNG, and if you're using an iPhone to take the photo of it, it might have turned into an HEIC photo instead, which eBay can't use. If that's the case, you can convert it a few different ways.

For some strange reason it just worked a few days later without changing anything. What eBay needs to do if they are going to hold funds is notify you of that when you go to sell. When you click on "sell" it should give you a red banner that says "We see you haven't sold anything in awhile. As such we will be needing credentials to verify your identity and will be placing funds on hold for 21 days should you decide to proceed with selling your items."
Instead they wait until you have $1500 floating around out there in transactions and then give you a computer science project to get access to your money. I don't think I'll be selling much on eBay anymore. Fortunately camera gear can be sold in lots of other venues albeit it will take longer. Thanks for the replies however.
