Do I must really be afraid of Ebay punishment?
Registered (signed for) item was returned to seller because no one didn't requested it and now I'm trying to negotiate with buyer a new shipment. Sending a message to buyer is denied and I receive following warning:
EBAY text: We can't send your message because it looks like it includes a phone number or email address. We review the messages that you send on eBay. Repeated attempts to send messages that include contact info could lead to restrictions on your account.
Following is the message I'm trying to send, please advice, what is the problem:
Hello
I am very sorry packet was not delivered at first attempt.
Weight of cables packaged is 0.7 kg
Shipping unregistered cost to Australia is €13.15, registered (signed for) €16.55.
I strongly suggest signed for. It gives a proof of shipping and in case of lost packager it's covered with insurance.
You could add also you mobile phone number to shipping address, then normally addressee is alerted about package waiting in local post.
Please choose shipping registered or unregistered (on your responsibility), then I send you a PayPal invoice for shipping cost as stated above.
If you have any special requests please let me know but this is what I'd normally do in such case.

What is the problem?
Transaction is more then 3 month old. and there doesn't seem to be any open options in Ebay after this period of time. My single purpose is to re ship item - does Ebay now expects seller to pay fees of re shipping?
Then how this can be implemented in practice?
But no fact is that I even can't negotiate about re shipping with buyer.

It's not humans catching the reference to a "mobile phone number," it's software that's programmed to look for phrases like that. The eBay screening system reads that phrase and makes some assumptions. Take out the sentence about the buyer including a mobile phone number.
Just delete that entire sentence, since it isn't really necessary to instruct the buyer to add a phone number to a mailing address--that's just a bit of advice you've decided to offer and doesn't affect the transaction in any way.
Once you've deleted the sentence, your message should go through, and you can carry on with the completion of your transaction.

Perhaps more experienced & competent staff are being let go, especially in the tech dept, as a cost cutting measure ?

The function(s) described by the OP are not performed by staff. It's all done with software.
Perhaps ebay should hire staff that can program the software better - or get better 3rd party programmers? Maybe include a time-stamp reader for the transactions?

In addition to asking for a mobile phone number, you are also stating that you will invoice the buyer outside eBay which could be interpreted as fee avoidance.
Did the buyer use PayPal? If, so his email address is available to you if you try hard enough.

eBay does not have policy against communicating with the buyer in any way the sellers wants to, after the sale. They also have no problem with invoicing through paypal for additional postage after the sale.
I think the OP expressed this transaction is about 3 months old, which I think even for international delivery would be outside of the MBG?
@atreecomm I probably would just tell the buyer to use there eBay money back guarantee and explain to them how to open a request for item not received or have them call eBay and let them handle it for the buyer.

I consider mobile number is as part of address as actually many Ebay sellers require mobile phone number and even doesn't ship until there is mobile number added to address.
I understand this phone number request very well, because then most likely my parcel hadn't been returned if there had been phone number on address label.
Shipping cost Invoice was buyer suggestion.
Ebay item sold more then 60 days ago doesn't show up in sold items list.
So there is no option from Ebay side to claim something.
Direct refund from Paypal means loss of Ebay seller fees 20 USD.
Therefore I prefer re sending.
Ebay automated denial text isn't relevant (professional) if this content doesn't exist in text, therefore I suggested better programmers (staff).

Btw. I finally sent message by removing one single word "PayPal" which doesn't make much of sense, until Paypal is Ebay partner.

I posted it here because I receive such irrelevant messages constantly from Ebay.
No phone numbers nor anything else against Ebay policy, there just come warnings in RED that if I continue I'll be punished. Because I receive such messages often I feel already long ago that I have earned at least triple punishment, whenever it comes and I don't have any future in Ebay.
When I never attempted to cheat Ebay.
IMO Ebay has hired a lot of people to work with automated interaction who don't understand what they are doing.

You should just let it go as it has been 3 months. Resell it and move on. No need for phone numbers or email addresses.
