Can't Accept Offers - There is an Issue Processing Your Request

I had five items for sale and two of them sold via best offer without any sort of problem. This week a buyer wants to buy one via best offer and it continually gives an error "issue with your request" etc. Thought maybe he was in an excluded location but he's in the regular USA and has a regular address. Tried the usual different browser, mobile browser, clear cookies. Any other suggestions?

Do you have your account set up to not allow purchases by buyers with so many unpaid item strikes?  I know I do.... and if a person who has too many unpaid item strikes tries to make an offer, they will get a sort of error message....  Perhaps that is it?  The only other reason I have seen for having issues in that department is like you said, you don't have it set up for international shipping, but the buyer is in another country....   Perhaps ask the buyer...  Are you by chance in another country?  or Do you have any unpaid item strikes?  They will usually tell you....  After they tell me it is unpaid item strikes, I never change my policy for them.... they are restricted by me for a reason, I always tell them to contact customer service to see what can be done for that...

The buyer has 500 positive feedback and he's been here since 2005 no strikes or negative feedback. I thought about shipping but he's in the USA and has a regular address not international. Guess I'll contact Ebay see what they say.

@brian_p_81  can you change the listing to the offer price and the buyer buy it that way?

ALL buyers have100 positive feedbacks including the scammers and the deadbeats. How do you know that they do not have unpaid strikes.  They can have a million positives and still have a few unpaid strikes because for whatever reason they decided to not proceed with the sale.  I'm leaning towards the buyer having some unpaid strikes.   It does not matter what browser you are using, it's the buyer that is trying to make the purchase.  Ask him to try a different device.

I had the same thing and it seemed to be a login session issue...I was logged in to eBay and could view my account settings, but eBay Payments, which handles the authentication between eBay  and PayPal, had timed out.

 

Here's what fixed it - in eBay, go to 'My eBay', then go to 'Account', and then under 'Payment Information' click on 'Payments', which will ask you to sign in. After signing in to eBay Payments go to the eBay item and accept the offer.
