The E-Bay API has an EndItem call, which is the method used to cancel an item.
The E-Bay API also has an EndTime call, but tells you the date time the listing will end.
Can't someone just create a simple app that connects to your E-Bay account, looks at all your listings, finds all listings where X is time remaining before EndTime (maybe X is 5 minutes or something), and then it does an EndItem and cancels any within the listing window specified by the user. The app can run in the background of your PC or tablet.
It looks like there are thousands of people who might pay a couple of bucks each to get control of their listings back!

I fully expect that others will follow suit. (If they haven't already).

I agree, many third-party tools may become available.
A single-purpose tool is easy, integrating it into an existing full range program will take a bit of time for the developers that go this route.
I use SixBit, there has been some chatter there amongst users with a few different methods suggested. I suspect that many of the SixBit users already use GTC so they don't understand all the kerfuffle.
Into your life it will creep

I think Ink Frog put something like that out the day the GTC rule was first announced.

InkFrog is advertising it for the $15 a month subscription. I'm still debating if I want to spend another $15 a month and I'm not sure I want to use InkFrog, I wasn't impressed when I tried their free features a couple years back.
