Can someone clarify my doubts?

Why did eBay remove the "no payment" option when we need canceled the orders?

I'm tired of people not paying and having to choose the"address erros" option when I need to cancel.

Why we can not put a negative comments to the  buyers? it only has to be positive?

I fell tha i have no way to protect myself and other sellers from buyerss who do not take ebay seriously.

The ability to cancel for non-payment won't be available until after 4 full days (to the minute) from the sale of the item have passed.

If you don't see that option, enough time hasn't passed.

ETA: To avoid this situation, just remove the b.o. option from your listings and list the items as FP/IPR.

Then you needn't worry about payment. Item won't be sold until payment is complete.

Unless it's listed with Immediate Payment Required, buyers have 4 days to pay for their purchases.

You will not see the option to cancel, citing "buyer did not pay" as the reason until at least that much time has passed to the minute.

So, is the item involved here still within that four day time frame?

You don't cancel due to address problems: you wait the required 4 full days, then you can choose "Buyer hasn't paid" as the reason for canceling. The buyer gets a nonpayment strike, and sellers can set up their site preferences to block bidders/buyers who have gotten two strikes in the past 12 months.

Sellers have been unable to leave negative or neutral comments for buyers since May 20, 2008.  Mostly because eBay just doesn't want to discourage buyers.

As albertabrightalbera said, you have to wait out the 4 days before canceling for no payment. Canceling using address as a reason, buyers can report you which could lead to you no longer being able to sell.

Canceling because of non payment, buyers get a strike, 2 of those in 12 months, many sellers have 2 non payments in 12 months turned on so those buyers are blocked. If you don't have yours set for that, you should.

We have not been able to give negative feedback for many years.

Might think about just using buy it now with instant payment required instead of the price or best offer you have now.

If you want "immediate payment" list as BUY IT NOW only.   Customers are not shy about emailing you and asking if you will take a lower price so you don't need "best offer option".

If you list as "auction" or "make an offer" (this does NOT require immediate payment...many people never pay).

@toti3403 : The above is true, but there is a bit more to this. In addition to listing it as Fixed Price instead of Auction, you must set the Immediate Payment Required option; it's not just a matter of saying "Immediate Payment Required" in your listing.

In the listing form, go down to the PREFERENCES section and open the Payments subhead there. The first option shown is Immediate Payment Required. Click on that:

That way, no one can snatch your item off the market without actually paying you for it first.
