Empty Packages Arriving at Kentucky Global Shipping Hub.

We have had three packages arrive "empty" at the Ebay global shipping hub in Kentucky. I am trying to figure out if this is bad luck or if there are other sellers seeing the same thing. Ebays advice was to call USPS. Thanks for reading.

Yesterday I got a refund request from a buyer stating the package arrived empty. This was 2 1/2 weeks after delivery!! If I received and empty package, I would be asking questions, sending pictures of a tampered package, the same day, not 2 1/2 weeks...
