I’m using a delegated account (not the primary account), and I recently contacted eBay support to follow up on an issue with an order refund. When I provided the order ID, the chat representative told me they couldn’t locate it in my account. However, I can still see the order listed in Seller Hub on my delegated account.
Does this mean that eBay support can only access order information when the primary account holder contacts them? Are delegated accounts limited in terms of opening cases or getting assistance for order-related issues?

What's a "delegated account"?

Is the delegated account that you are entering items to list for someone else like in a job situation? If so, pretty sure that the primary account holder is the one that needs to contact eBay, they hold the credentials, you would just be logging in with permission to enter listing information as an employee.

Thank you for posting that link.
Looking at the chart, looks like the primary account holder can pick and choose which functions they allow so maybe they don't have those permissions for what they are trying to do.

I'm thinking that's the case. I had looked into it to put my helper on my account, but for some reason he's leery of it.
