Canadian here and unfamiliar with Payoneer, except that it is recommended for SriLankan sellers,who surged here over the winter when the SL economy went blooie.
But certainly non-US sellers can sell on dotCOM.
- We have to sell in US dollars, but if we ship to other countries buyers there will see the price in their own currency.
- We have to give our location and/or the location of the goods. We can't pretend to be in the USA. This is as much for customs and sales tax/VAT as anything else.
- We have to sell to the USA. Which is generally the point, but basically if you want to list on a site or be seen on that site, you have to promise to ship to that country.
- I don't think this would apply to you specifically, but those of us required to have a Managed Payments account must have a chequing account in a bank in our own country.
On the bright side, it is somewhat easier to achieve Global Top Rated Seller status and the small perks that gives, than it is to become a US-based Top Rated Seller.
