I tried to list items for the first time and listed some lysol spray for auction. Ebay cancelled it and suspended my account. But i see people listing them on auction now and it seems to be running okay. Can i list now without any problems from ebay ?

Because you are a new seller and had your account suspended, it is doubtful you will be able to sell your Lysol on the site for some time to come. Some of that is due the number of (0) sellers who tried to perpetrate scams or price gouging. Have you figured out what the shipping cost will be from your location to almost anywhere, not to mention how long shipping will take from Jamaica?
Even if you could list the Lysol do you know about PayPal's 21 day hold on payments received by all new sellers? It doesn't matter if you have a verified account and have bought before the hold will be applied including on the money received for postage.

With a lot of hard work, time spent on research, and some monetary investment, you can make money on eBay. It is not a get rich quick venue for most sellers. Worrying about what other sellers are able to do is a waste of time.
New sellers, especially, should take pains to play well within all existing rules and concentrate their efforts on what they can control.

I don't think so. Lysol spray can NOT be sent by "regular" (air transport) mail.
It can only be sent using Ground Shipping (which in your case means by boat) because it is considered Hazardous Materials.
Ground shipping will be a lot more than what you just quoted.

I think you need to read postal rules & policies about shipping spray cans in the mail.
