Can I cancel a transaction if the buyer didn't go by my instructions in my description?

I sold my vehicle to a person who had zero feedback and they never paid.  I got credited and relisted the car, and added to my description "  IF YOU DO NOT HAVE ANY FEEDBACK, CONTACT ME FIRST ".  Now my car sold again to another "buyer" who has zero feedback. Clearly they did not read my description or this is a scam that people are playing.  Can I just cancel the transaction on the basis that they did not read my description? After the car was sold, 6/19/2021, I sent them an e-mail saying "Thank you for the purchase of my Toyota Prius. Please let me know when you will be paying and when you will be coming to get the car so that I can make sure the car is ready"  I haven't heard back from them.  So again, can I just cancel the transaction? And will I be credited?  Any information is appreciated. Thank you in advance.

On eBay, motor vehicle sales work somewhat differently than other eBay transactions in that:

The buyer may pay a deposit on the vehicle which can be refundable or not.  The buyer pays the balance when he comes to inspect the vehicle.  Keep in mind that motor vehicle sales on eBay are non-binding on either party.  That means that either party can simply walk away from the deal, no harm, no foul.

Given those facts, how would this be a "scam that people are playing"?

And it would be a good idea for you to do some more reading about selling a car on eBay.

BTW, how did you "get credited" and for what?

Additionally, I don't see how you can possibly screen anyone for having low or no feedback. And to what end?

If I saw those terms in any kind of listing on ebay, vehicle or otherwise, I'd hit the back button so fast I'd probably end up back in 1998 with dial up internet again.

Furthermore, if the car was just sold today, why are you being so impatient? Because they did not respond immediately? Wouldn't you want to at least give someone a few days to respond, especially seeing as it's Fathers Day weekend, and today is a holiday? Jeesh.

No idea if this is a scam and e-Bay motors has different parameters than a typical auction category, etc.

Sellers seem to be connected to their accounts daily, frequently out of necessity.  I find that Buyers, not so much.  As it just sold today, perhaps send another email in the morning OR you could call your Buyer as the information is available to you on the order/sales confirmation sheet.  

Good luck - hopefully your buyer of the Toyota is just out enjoying the Saturday sunshine!

I tried to buy a supposed new in box limited edition Nintendo Switch when I was new and was denied with a rude message. Had my husband with a long-time eBay account buy it. Seller didn't know that though. Turns out the Switch wasn't NIB and the guy was making excuses. Resolved the issue by keeping mismatched, used item and getting a partial refund for the devaluing of it. I've seen other terms randomly where people make threats about no FB buyers attempting to buy will be canceled. I haven't bought from someone with those terms ever again.

As several of us have pointed out to the OP, the Motor Vehicles category on eBay works on a DIFFERENT set of rules and guidelines.  The OP has no basis for opening any kind of a case due to these different rules and guidelines.
