Hello ,
I received negative feedback because the buyer is not satisfied with the quality of the item.
I've sent him a few messages so far , but no response .
I am not sure if I have to call Ebay , because I can't find any option to contact them anywhere.
And can they do something , because I have a refund policy , but buyer hasn't answered yet..
Thank you for your help.

EBay will not remove that feedback. I would have not even responded to it as now it stands out AND the buyer can respond to your reply (what do you think he might say a 2nd time around, especially since you have been badgering him with messages).

You can call ebay and ask. There is no problem with that.
But, you know, negative feedback because the buyer is unhappy with the product is precisely what feedback is for. It seems unlikely ebay will give you much satisfaction.

Ebay will not remove a feedback unless its a certain situation that warranities it. I had my first negetive feedback just the other day and I was LIVID. This person left feedback for someting they purchased 2 months (they have 60 days to leave feedback and this **bleep** did this on the 60th day) stating the eyeliner i sold them was hollow. In my listing it says "IF THERE ARE ANY ISSUES TO PLEASE CONTACT ME BEFORE LEAVING NEGETIVE FEEDBACK" did she contact me....NOPE! and as of today still had not! I called Ebay and **bleep**ed bout it and they didn't do **bleep**. Ebay doesn't realy care much about the sellers as they do the buyers. but they better understand they are eBay because of us Sellers!

Feedback is supposed to be about the transaction with the seller, not a product review. In fact. that is one of the reasons the OP might be able to get it removed (doubtful).

Sellers who sell poor quality can expect poor feedback.

Tell that to the China sellers. I'm just saying feedback was never meant to be a product review and many sellers have been successful in getting those type of comments removed. I'm not saying that seller will be that lucky, but it happens.

Ebay's feedback rules for buyers:
Please make sure that your comments are fair, based in fact, and relate to the specific transaction for which you received the feedback request.

It is possible the OP can get the neg removed, but in all reality you are correct, that is what feedback is for. If I was buying a seat from the OP I would want to know if the color wore off after two days of use. Some are using the excuse it is the transaction not the item but IMO feedback is for BOTH so other potential buyers should see the positives about the item along with the negatives.

Feedback is about the TRANSACTION, the buying experience, aka seller's performance.
Speed of handling, shipping, packing etc...
Product Reviews are for PRODUCT REVIEWS.
Seller's can't help it if the buyer is unhappy because the color wasn't a specific aquamarine shade of blue or the fabric was itchy and caused a rash. If the widget was cheap and broke day one- that's a manufacturing issue NOT the sellers's.
DSR's give a hint to FB, there isn't one for "item quality."
That said; most CSR's wont remove it as they call it an opinion.

Poor quallity can often be offset by low price.
The bitterness of poor quality remains long after the sweetness of low price is forgotten

Selling low quality goods is poor performance - and exactly the kind of thing future buyers would like to know about.

That's is precisely right. A product review is a much different animal than a negative feedback for poor service. This is something I hope Ebay will eventually implement in lieu of the current system. A product review would sting the seller (self-esteem wise) less and still give the buyer an opportunity to review the purchased item. The regular feedback system is great to keep sellers on their toes so it should stay, but there should be a choice for the buyer to leave a product review for something like this one.
