Is there any way to block buyers from one specific address or do a block on zero feedback buyers for just one item?

No.
You can't block based on a specific address or by feedback numbers. There are some other blocks available on your seller preference page, like specific member ids or buyers who have unpaid item disputes, etc.

No, you cannot block addresses however you can block bidder/buyers with the link below:

You can also set your buyer requirements such as: buyers with unpaid item strikes, buyers in locations to which you don't ship, buyers with a negative feedback score of XX or lower, buyers who bid on several items without paying, and not allow them to contact you if they're blocked, etc.

You can only block buyers by their member identification.
You can block zero feedback buyers in your site preferences but doing so limits potential sales.
Zero feedback buyers should not be discriminated against just because they are new buyers. Everyone started at zero feedback at one time and should be given a chance. If you have problems with them after a sale, then you can block them for good.

No you CANNOT block zero feedback buyers, it has never been possible and never will be.

It is not possible to block zero-feedback buyers.
There is a site preferences option under buyer requirements that can block members from purchasing more than one of your items every 10 days, and it can be selectively applied only to members with low feedback. But you can't block that first purchase.

Hi, there is no way to block zero feedback buyers here on ebay.com (eBay USA). In some other countries, like ebay.com.ie (eBay Ireland) apparently you can specify blocks based on low feedback scores.
Or perhaps you are referencing the Buyer Requirement choices of 1) block negative feedback scores, or 2) block non-paying buyers "who are currently winning 10 (or less) of my items in the last 10 days" with an option that says "Only apply this block to buyers who have a feedback score of 5 or lower." The wording is a little confusing there. But essentially, USA sellers don't have a choice to block zero or low feedback buyers.
