Is there a way to talk to someone at Customer service? I understand eBay must have a bazillion calls a day but I've been selling for more than 15 years and have called 4 times.
I have a buyer who requested a refund because the item had not arrived after 10 days. ( I shipped the day after the sale.) I refunded after 10 days, at his request. The item arrived 5 days after I refunded and now he won't pay or return the item. What can I do? I'd love to talk to a human being.

You can try requesting a call back from customer service via the Help & Contact link on any eBay web page, but the availability of live telephone reps is severely limited. You're just going to have to adapt to the fact that you probably will not be able to talk to a human being.
You can also email customer service via the same link, or contact them via private message on social media.

Sometimes you will have to play with the reason as some reasons will direct you to contact the buyer or seller or refer to help articles. When you have the right reason selected the option to have eBay call you will be available. The call you option may not be available at all times and only present if they have call centers staffed with reps to make/ take the calls. Dialing the old support numbers will direct you to the help section of the website. If you get the call from eBay calling back the number will give you a message referring you to the help section.

That may be useful.
However one reason I am such a proponent of Cookie Jar Insurance* is that I am covered against the odd refund, warranted or not.
After 15 problem -free years, having an unwarranted refund stings, but should not be fatal.
It's business, not personal.
A couple of suggestions.
Send a Paypal invoice for the either the amount of the original payment or for the selling price w/o shipping. This looks more official than a beggin message. Works about half the time.
For the time being, extend your Handling Time to five, seven even 30 days, which will push the last estimated delivery date that much farther forward. Obviously you would still be shipping promptly, this is just to cover the slowed shipping systems we are all working with.
This might mean you lose TRS status, but that is a stupid badge and a10% rebate on the 10% FVF on your customer's payment.
Is it worth it?
* which is just setting aside a tiny part of every payment as a self-insurance premiums for inevitable problems, some of which will be my mistake, some a disagreement with a sensible customer, and very very few some sort of scam.

You can send an email message to eBay. Not sure if email is working. It is hit and miss due to COVID-19. I just used it on Aug 11, 2020 and got a reply and solution to a problem I found here on eBay. I was shocked. I used it again on Aug 26, 2020 and got a call and they took care of an eBay issue.

Social media worked for me. I received an answer and resolution to my issue fairly quickly. The CSR ended up calling me. It wouldn't hurt to leave a contact number. Since you are a seller use the business link.
You can also try to get phone support by visiting any help topic page, scroll down to the bottom of the page to the call back option. Click on the option and you should get a message that you will get a call back with the estimated time.
Be advised that this option is not available 24/7. If you try a time that is not eBay’s normal business hours the option may not be there or your call back will be take longer. I recommend trying this option in the morning time.

I have just about had it with changes with Ebay and PayPal My name is reichardnorman2015 used my old card and Pay Pal will not let me buy with my old card i have the money in Compass Credit union i just bought three items on my old Mastercard Valid thru 10/25 you better get it fixed!!!

This is an ebay member to member forum so we can't fix your problem.
Perhaps you should contact Paypal customer service.

There is nothing Customer Service can do to help. There is no mechanism to undo a refund. The only hope is the buyer has a conscience and will voluntarily send money, the address was on the shipping label.

You can message your buyer and ask them to pay. Ebay, even if you contact them, will never require a buyer to pay for an item that was subsequently delivered.
Your problem is well understood by most responders to this forum, but contacting eBay, even on a good day, is NOT going to help you.
You refunded (even if under coercion), so the buyer is under no obligation to repay once the item is delivered. That is how it works here, and am very sorry that eBay does nothing to help...
I always thought AT THE VERY LEAST eBay could post a message or flag for the buyer....."WE NOTICED THAT THE ITEM, FOR WHICH YOU RECIEVED A REFUND HAS BEEN DELIVERED.
Click here to pay your seller......
Not going to happen. " It may "annoy" the buyer, and they won't be back" Like we care or something?

Thread is 10 months old (bumped by an unrelated issue) and the OP's time to do anything has now expired.
