Hi @Anonymous, I apologize for the confusion, the way these fees are displayed has changed since I last checked. If you see a fee at the bottom of the listing form, that would be the fee that is assessed (unless you have opted into a promotional offer that does not credit the fee until certain eligibility requirements are met). Looking at the template you currently have, the category for the listing is not one of the categories that is covered by the credits from your store subscription. You can see a full list of categories that auction style listing insertion fee credits would apply to here.

Ebay store auction allotments are only for certain categories. If you list an auction outside of these categories you'll be charged:

For auction-style listings, you can use your zero insertion fee listings in the following categories only:
If your categories are correct, are you adding any listing enhancements like second category?

Hi @Anonymous, the fees for the listing will always be displayed on the listing form and any applicable credits would be applied on your invoice. If you have free insertion fee credits left from your store subscription, those would be used towards the insertion fee you are seeing on the listing.

Not true.
I have available credits and I attempted to list a new item.
I see this:

I see no charge for the listing, am I missing something?

The OP said they were being charged, the blues said that always happens and the discount happens after. (The OP said they had free listings from their monthly allotment). I also have free listings with the store, so I proved if you are using your monthly allotment you will not see a charge when you go to list.
The blues has posted a correction to their post to clarify the listing fees.

Proving that they too.....have no idea whats going on.
Hello @cashvaluerecovery2011, I want to add some context in an effort to address some of your concerns that staff may not be meeting your expectations. Sometime last year there were many members of the Community reporting that the listing fees were displaying when they were creating a listing despite having insertion fee credits available on their account. When The Community Team got in touch with the appropriate teams, we learned that this was the intended design and that the credits would be applied at the invoice level. Feedback from the boards was passed along by the Community Team that this was potentially confusing, but at that time no plans were made to change the way this was being displayed.
Now, looking at the OP's situation and running some testing on my end, it seems that changes have been made since that discussion. I apologize again that I did not take the time to double check the current experience; while I make an effort to research the information I post here to the boards in most situations, there are times when I may miss something or simply forget how long it has been since a topic came up, thinking incorrectly that I've recently checked a piece of information when in fact some time has passed. The presence of estimated fees isn't something I have personally noticed when I am listing items, but as I've confirmed I was mistaken. Though I work to avoid these kinds of mistakes, in the thousands of replies I have posted to the Community it is inevitable that I will make mistakes from time to time. The only thing I can do is apologize for this and correct any misinformation that may have been shared.
I know that you may be experiencing some frustrations with eBay and you are welcome to discuss those frustrations in a constructive way within our Community. Our team will be happy to step in and clarify policy when we can, or seek out clarification from the appropriate teams if necessary. If we misunderstand or make mistakes, we expect the same respect that is due to any other member of the Community.
