Hi, I got a message last week that said that my account was blocked for 2 weeks from uploading new listings because I sold digital photo that i've captured.
I didnt knew it was forbidden, it was an honest mistake, and it damages my store.
is there any wat to contact ebay via e-mail? to try to explain my problem and hopefully to unblock my account.

I'm afra1d you are stuck. Ebay does not negotiate. You are suppsed to know the rules.
I assume it was for copyright/trademark infringement or worse yet counterfeit.
I would be very careful because if you do it again, your account may be suspended permanently.

I see no harm in calling and especially getting clarification so you do not make that mistake again

No.
You agreed to follow ebay policies. Ebay holds you responsible even if you did not know because ebay gives you the information for you to read. Failing to read it is no excuse.

Hi, i'm so sorry for your dilemma. I see you are in Israel and listing on the US ebay site. Customer Service here does not have email capabilities. But there are a couple of ways you might connect with Ebay. First, you might try calling. I know thats difficult when its international. Or you could reach out to them via Facebook or Twitter. I'll post those links for you if i can. Good luck to you moving forward. I hope you resolve this successfully.

Best thing to do is:
Read up on ebay selling policies so that you do not have any more violations that could cause a permanent suspension.
Wait out your suspension.
As another poster said, they do not negotiate. The message you received probably stated, we know you may be unaware of this policy...
Explaining you didn't know is really not necessary. The email indicates that.
Just try to learn all that you can on selling policies.

2 weeks sounds kind of harsh if it was a first offense. If it's not a first offense, better get up to speed on the rules quickly because you likely will not get another chance.

It does sound kind of harsh for a first offense but maybe it is because of what the violation was. They are very adamant about digital goods.
