I am not sure why but about 35% of the items that 'sell' for me don't get paid. For some reason the buyer just doesn't do it.
Does eBay penalize them for this or can they just bid and win and not pay?

If you're canceling the order on day five, they receive unpaid item strikes.
A couple of those and a lot of sellers will have them blocked from bidding or making offers.

The best you can do is to ALWAYS wait to cancel on day five so that they receive an unpaid item strike. Those do limit them to further purchases. It's our only recourse so well worth waiting the time out. Best of luck to you....

If you're routine cancelling on these buyers after 4 days of nonpayment, or, better still, if you have your requirements set to automatically open cases at that point, then you're getting your FVF refunded and your buyer gets a strike. Most smart sellers have set their listings so that a buyer with two strikes in twelve months cannot shop with them.

I can't seem to find the setting that prevents buyers with strikes from bidding. Is it a setting for each item that I'm selling or a global setting?

If the buyer doesn't pay within 4 full days (i.e., 96 hours), then the list of reasons for canceling the transaction will include "Buyer didn't pay." If you choose this reason, then the buyer will get a nonpayment strike on their record. In their site preferences, sellers can choose to automatically block any bidder/buyer who has gotten two or more strikes in the past 12 months. So that's the only penalty for buyers: Getting automatically blocked from further purchases with a large number of sellers.
You can avoid many nonpayers by checking off "Immediate payment required" (IPR) for fixed price listings and when you add a 'Buy it now" option on auction-format listings. But IPR doesn't apply to winning auction bids or to accepted offers/counteroffers (yet).

I would guess most of non payers are auction winners........and/or comic books. Why not try fixed priced listings with immediate payment required and see if that doesn't work better ?
