I don't know what to do when buyers purchase something and don't pay for it. You used to be able to open a case and report them to eBay. Now, when you try it, all you get is a question as to why you want to cancel. There is no way to report them. Also, it should count against them when they pay or you should be able to give them negative feedback. But, nothing happens to them for doing it, so they are encouraged to do it. It seems everything is for the buyer and not the seller. Any thoughts?

The unpaid item claim process is now just a type of cancellation. If the buyer doesn't pay within 4 full days (i.e., 96 hours) then you can choose "Buyer didn't pay" as a reason for canceling the transaction. So the new process takes only 4+ days, versus the minimum of 6+ days (in the US) for the old unpaid item claim process. And the buyer will get an unpaid item strike.

If you don't receive payment by the 5th day, cancel the sale stating buyer did not pay, ebay will step in and give them a strike against their account. The only way to insure a buyer pays to list all your items at a fixed price, buy it now option. Do not forget to click the immediate payment required box by the payment methods. Good luck. PS Don't forget to put them on your buyer block list.

Go to the top of any page on eBay.
Click the "Help & Contact" link.
Search for "unpaid item".
This will show you a page called "Resolving unpaid items with buyers" which explains how to resolve unpaid items with buyers:

You can avoid nonpayment issues by listing your item for a fixed price with immediate payment required and by not accepting offers. If you receive an offer you are willing to accept, lower your buy it now price to the offer amount; that way the buyer has to complete payment for the transaction to proceed. Otherwise, the item remains listed until someone pays.

What about when they buy several items and they 'request total'. There is no way to require immediate payment that I know if. That is what this case was.

Under eBay's new system of handling non-paying bidders/buyers you simply have to wait for the fifth day and cancel using the did not pay reason. You can even set it up for eBay to automatically do it for you.
I haven't looked at your listings yet, but many items are better suited for sale using fixed price listings. With these I recommend using the IPR option and avoid accepting offers.

You may want to set up shipping discounts in advance -- that will provide an automatic shipping discount displayed in the cart and prevent users from manually requesting a total, I believe.

Ebay changed it so it automatically cancels it for you after four days. I think you can change this setting. They also say the buyer will receive some sort of strike or something. But who knows if it happens.
