I have just had a buyer that won my auction, then bought the same item cheaper. She paid me then flagged it for local pickup, she is in Georgia and I am in Washington. We go back and forth in emails until she flat out tells me she is not going to pay and this is what ebay CS told her to do. So what happens? Ebay says if I cannot deliver the give the money back to her in two weeks in the meantime I cannot put it back up for sale until two weeks go by. She of course told me such in an email. Ebay should be backing buyers as well. My biggest issue was this was an expensive Nutcracker, and the window to resell is gone. Should I just move to another auction site?

Cancel the transaction citing problem with buyers address. They will be refunded After that you can relist the item and place that buyer in your blocked buyer list.
You don’t have to wait 2 weeks.

If the buyer paid, do as @ebooksdiva recommended.
But I have a question about what you posted.

Then you said: "if I cannot deliver the give the money back"
Which is it?
If she didn't pay, just tell her not to worry. In 4 days, a cancellation will go through. (Don't tell her but she'll also get an unpaid strike.)
If she did pay, cancel the order as buyer requested.

I think you have to have the following enabled in your account settings for it to automatically cancel for non-payment.
