I have now had three different buyers, all three who are experienced ebay buyers of many years, repeat buyers of mine for many years who have now told me that after adding items to their cart they can not Request Total from Seller.
After asking some questions of the buyers it seems that this is only happening for sellers who have applied their promotional shipping rule for shipping discounts. This seems to only happen when they have won some auctions and have other auctions going and then want to add items to their cart. After adding items to their cart the Request Total from Seller link becomes unclickable with the circle i info icon next to it that says something like unable to request total because you have already received a discount.
It's totally frustrating as the buyer experience seems to get worse and worse on ebay. I have had buyers tell me as much and it is obvious by reading these boards. Now a longtome customer of mine who probably spends around $1000 to $2000 a year and has been buying from me for over 12 years says he is done. He is tired of the extra steps it takes , the glitches, the changes that seemingly no ebay users thinks improves the site are implemented. I now spend multiple hours on a regular basis trying to help navigate customers through the glitches and such.

I am wondering if it is buyer specific. a CSR basically tested their ability to use the functions the way they are supposed to work and they worked fine. Oddly enough, these are three of my best buyers and three people that I know do a lot of buying on ebay.
Then of course I run into the issue that when I call ebay, they want the buyer to call so they can see what they are seeing and I am having a difficult time getting the buyers to call, which I don't really blame them.
I sent screenshots to a CSR as well of exactly what is going on as I did have two guys that made screenshots for me. Like some of had said, they keep trying to tell me the system is working properly but I know it isn't. All three of these buyers have been on ebay for close to 20 years and are veteran buyers. I have been on ebay selling since 1999. WE KNOW WHEN THINGS ARE DIFFERENT AND NOT WORKING PROPERLY!

I have over 450 feedback in the last year. Well over 10k purchases on my buying ID and never had a violation or nonpayment. If anyone should be able to request a total it should be someone like me

I just had another commit to buy on a vintage collectible. Not sure why this is happening all of a sudden

Did you find a fix or resolution to this porblem. Im having this problem on almsot a daily basis and its Dec 2018 now.
Its not any of my items. I dont have Immedaite payment required and these items dont have free shipping
So how do I get seller to request invoice ...I even tried having them LOG off Phone app. Open browser on Phone...goto ebay.com website (scroll all the way to bottom of page) and click CLASSIC SITE and then login ....up till a month ago this was a work around. They would then see the "request total" clickable link...not any more.
The phone app is the major problem here. I've tested it numerous ways on my pc with different broswers and different broswer releases and no problem
So why does ebay not realize these people are going to take their business to OTHER websites. If they have problem buying and combining with ebay seller #1 and then goto seller #2 and have same problem...they wont do it again

Ebay needs to make this a #1 priority because its going to turn into lawsuit cause paypal is taking % on refunds when these buyers send payment and they over pay for the shipping. So then we go into paypal and refund their money and another percentage is taking out. IF problem didnt exist on ebay side we wouldnt have to refund. Its extra work, were losing customers, were ticking off customers and ebay doesnt seem to care WHY??!? this is about money for them This is the thing I dont understand
Please CLICK Like if you are having this problem too...we need to escalate this issuewith ebay Ive called 5 times in past 6 months get same answers either werent aware of it or its on our fix list ;-() Im tired of excuses this needs to be fixed or I'm closing up store when subscription runs out if this is not fixed and SOON

what is commit? Buyers have options to BUY IT NOW or add to Cart if they add to car they cant see the request total. If they buy it now it they are prompted to pay. So Im not sure what you mean by commit?
please help my customers are frutrated and I dont know what to tell them anymore

I don't know why you think this is just on the phone. I buy a lot and have only been able to request total once in the last six months and they have all been on the desktop.

In the past when a buyer decided to purchase something on a buy it now without immediate payment required there was a choice presented to go to check out or "commit to buy and continue shopping with this seller"...After you made your total selection, your could proceed to check out or request a total from the seller.
Subsequently, ebay moved to omit the commit to buy feature and direct the buyer to checkout. Even if they put the items in the cart, they were still directed to pay for each item indidvidually. The request total button did not function.
eBay insists the cart works fine, and everything is working as intended.

I know this is an old thread.........
I've been subjected to the forced IPR (my buyers actually) off and on (mostly on) but oddly today I had three buyers who were able to request totals for a multiple listings they added to their cart and committed.
This is one of the reasons I'm anxious to get in on the Managed Payments (once out of beta and accepting PayPal) because there is no 30 cent transaction fee, if buyers want to buy ten things with 10 different payments they are welcome to. I won't be taking a $2.70 loss like what currently happens. The lower your average transaction value the more spectacular the savings on this often overlooked expense will be.
I do have concerns that the no transaction fee won't last forever, either that or the percentage rate will go up after the initial honeymoon period.

I figured out a hack. I wanted 5 puzzles from a seller and he told me what the combined shipping would be in a message. He offers a discount is you buy more than 2 items from him. So, if you buy more than 2 the Request a Total icon is deactivated. So, I did this:
I used my iPad to add 2 puzzles which made the “Request a Total” highlighted. Then I used my phone to add the other 3. I went back to my iPad which still only showed 2 puzzles in my cart. I hit the “Request a Total” and viola it allowed me to request a total for all five. Sneaky. But it works.

Well, for what it might be worth - I just had 2 "request total from seller" emails for a shipping adjustment on multiple purchases. One domestic and one international. Both worked exactly as they should and I was able to combine and discount the shipping.

On the Canadian side I've heard from buyers AND from eBay staff that things will or won't work on either app or pc. And that's just how it is. Sadly, no consistency. I've also heard if best offer is used the option to request or send an invoice is not available. These features working different ways depending on what you're using is just wrong. Everything should work the same way across ALL of eBay. On a PC no way to add to cart and continue shopping? That falls in the Huh basket!!!!

It's even possible things may be working differently between eBay sites. Unfortunately that wouldn't surprise me.
