Why are the buyers even getting this question if all a seller needs to do is get the item scanned on time. I in live Hawaii and get all items scanned correctly but some buyers mark not delivered in time because guess what? Many times delivery takes longer from Hawaii than from a contiguous USA State. What does Ebay do to the seller when this happens?

From what I understand as of this time, the question and answer is meaningless.

It's possible eBay is showing the question to your buyers because packages are arriving after the estimated delivery date.
This post is from a year ago, but it should help to answer your questions:

If it is delivered on time, you do not get the question.
Priority to the lower 48, HA/AK, PR, Guam and the U.S. Virgin Islands has the same delivery time.

If the package has an acceptance scan, regardless of when it is delivered, the buyer does not get the question in feedback.

Ah but see, even SCANNING is an issue for many sellers. Our local PO doesnt scan - they leave it to the big sort center across town to do that. The carriers stopped doing it years ago. And of course, you can drop it in the mail a mere 20 minutes after getting paid only to have it go way across country before going across town or sitting at a some in between sort center for 3 weeks for no particular reason. How is any of that the seller's fault?

I received a package a few weeks ago that did have an acceptance scan (it was shipped & scanned same day) and I was presented with the question because the package arrived after the EDD.
Now you have me curious so I'm going to see if I can find more info.

You forgot the word 'estimate' at the end of the sentence.
