My question is related to international buyers.
1) How safe is to sell to buyers with freight forwarders?
2) What is the return/refund policy rule by eBay?

1) I've never had any problem using freight forwarders. Others have.
2) The Money Back Guarantee. Read through it.

It is as safe as any ebay transaction. about 50/50.

The only real difference is the buyer loses their money back guarantee when they use a freight forwarder.
You would need to get them to admit that they did this though.
I had one a few months back. When I asked the buyer if they had the package forwarded to another address, they said yes. That's all I needed and eBay closed the case in my favor.
Most problems that arise, are due to the freight forwarder, but it's easier for them to blame you.
I delivered to the requested address and that's the end of it for me.
I have quite a few buyers that use freight forwarders and have only had 1 problem in the last year and eBay covered me for it.

Are you selling "high value" items (computers, cellphones, jewelry, gold) that would attract scammers? If not, you are probably safe. I have been selling for 10 years and never had problem with freight forwarder shipments.

Also, if the buyer wants to return for a refund, you only have to provide a return label to the address you shipped it to. It's up to the buyer to get it back to the freight forwarder.

Its a roll of the dice like the other poster stated 50/50
Do be careful,some have had major headaches with out of country sales
