Buyers cant check out

Buyers can't check out items from my store, I am getting messages that the buyers get a " seller cannot accept payments at this time" it is strange that a few buyers seem to get through. I called eBay and they don't see the issue. Anyone have a solution to this?

I've had that happen to me in the past.
Found out it was a type of credit card the buyer was using.
Once the buyer switched to a different credit card, it went right through.
Although, I don't know why eBay gives the buyer that message that the seller cannot accept payments is given. It has nothing to do with the seller.
