I've posted about this before, where USPS marked my package delivered to my zip code on the day I sent it. Buyer opened an INR case immediately after seeing these tracking details, and the package seemed to shake loose a day before she could escalate the case. I responded with tracking details, which showed that the package was on the move. The last tracking update showed that the package was in her city, and showed "arrival at unit."
I had assumed the package would show delivered within a day or two, but tracking hasn't updated from "arrival at unit" in the buyer's city for a week. I've contacted my own post office, but they don't know what's going on either.
My money is still being held by Paypal, and it will take weeks for the case to manually close unless the buyer closes it herself. I am hesitant to message her directly in case the package wasn't received, though I'm assuming it was from the fact that she hasn't asked eBay to step in for an immediate refund.
Is my only option here to wait a few weeks until the case closes automatically?

You can sign up online for email updates. Sometimes this shakes a package loose.
You can call Ebay, and ask for an extension since tracking has shown movement but is very close to being delivered. You don't want the buyer to escalate the case to Ebay, you will have to refund her and get a case closed without seller resolution defect.

this has happened to me many times when post office clerk scans the package as delivered instead of accepted. package will be delivered to the buyer, if the tracking does not show as delivered in the ebay site, go to the post office and have them check in their system (if it was delivered, will show as such) and ask for a print out of the delivery progress. buyer is just being nervous that's all...or ..?

I signed up for email and text updates right after she opened the case (so a day or so after the package was sent), and USPS sent me a text immediately saying "item delivered." I only realized the package had started moving again (after "delivery") after checking the tracking number through the eBay app. When I input tracking details directly into the USPS site, there is only one update showing the item was delivered to my zip code.
Ebay shows "item delivered," and under that the actual tracking updates. My main concern is that the item hasn't been marked delivered to the buyer despite showing "arrival at unit" in the buyer's city a week ago. I googled that and apparently it just means it's at a post office preparing for delivery. There is no "delivered" scan and at this point I don't think there will be one.
I already responded to the case with the updated tracking number before the deadline to escalate the case had passed. I explained to the buyer in the message portion that USPS had probably scanned the package wrong and that it had reached their city. When I look at the case details now they say I need to wait for my buyer to respond.

How can Ebay show it as Item delivered when you said the tracking shows that it is at the Unit? The two are NOT the same.
You have some kind of mess going on here. I strongly suggest you do NOT contact your buyer and do NOT contact Ebay. Just leave it alone. Wait. I know that can be hard, but the INR is NOT hurting you. It may bother you because it is still open, but it does not hurt you in any way. Just leave things alone and WAIT. If your buyer doesn't do anything else, it will time out and close on its own after about 30 days from it being opened.
But if you contact your buyer you may just create more problems for yourself and the same holds true for calling Ebay. Just set this worry aside for now. Move on and if something happens, like the buyer contacting you, come on back and let us help you before you respond to them.

because ebay's system is screwed up and registered the first delivery scan meaning the package was delivered

Thanks, I forgot that part of the story. Ebay didn't screw up, that is the way thier system is designed.
What I said earlier I think is still the best route in this case.
