I sold 2 identical video cards to 2 buyers. Both got delivered but one buyer claims I misrepresented item and wants to return a different item.
I didn't offer returns on cheap used items, sounds like buyers remorse.

Unfortunately, your understanding is correct.
In going forward, you may want to revisit your Returns policy. No Returns and no refunds are two different animals entirely. If you are a TRS with 30-Day returns or if you offer Free Returns, you can deduct up to 50% from the buyer's refund if the return a completely different (or de-valued) item to you. With your 'No Returns' policy, that isn't an option.

Sorry... but if the buyer has opened a Not As Described claim, you have no option but to refund... eBay will force the refund (if you don't) and give you a metrics ding. (Those are harder to overcome than a refund at times.)
If you want the item back to resell, send a return shipping label.
If it's chasing good money after bad to pay return shipping, you might just want to go straight to refund.

That's useless, so if someone just initiates a return action thats it?
And they return a different product, too bad! I could do an action to them but that's useless too considering the products are <$100

If they send the wrong item back be sure to file a police report in their city and yours. Also an IC3 report and a USPS mail fraud report.

That's it. Every seller should be aware that eBay has a very liberal Money back to the buyer system when they are not happy.
You don't have to accept the return. You can refuse till the cows come home. You can put it in your listings in big black letters.
But, If a buyer is not happy you will refund, or eBay will do it for you. You do not want that to happen.
