Here's the thing.
i'm selling a Engineering Sample CPU on ebay. which i've tested it fully working. i have photo & video to prove it.
My title is "i7 7700k Engineering Sample QKYP ratio Unlocked". the photo shows the CPU name is "QKYP". the description first royal said " the basic clock is 3.7ghz to 4.1ghz."
A UK buyer bought it and said "this is Not 7700k 4.2ghz". which i never said it is 7700k 4.2ghz in my description. and he slander this is fake chinese product.
Now he message me he want full refund but no return. is there any justice in the world????
what can i do?

Well here in the USA we would say "return for refund"
Not sure how it works in Italy, or with "engineering samples"

Sounds like the buyer filed a SNAD, so you go with option 1. and pay for the return.
If they don't return, you don't refund.

If he said "this is Not 7700k 4.2ghz" and you never said it is 7700k 4.2ghz in your description, you should win the SNAD. Just deny the return request.

For the OP to have any chance of this being closed in his favor a phone call to a US rep would be needed to have a CSR read the message and the description.
Just dening a return will not work. A CSR would have to close the case in your favor while you are on the phone.
Sellers always pay the return shipping on a SNAD. If nothing is mailed as shown by tracking after 5 days from the time you accept the return and issue a label you can call and have the case closed for lack of return.
Again while you are on the phone with a CSR (US rep)

Really sorry this happened and I sincerely hope the Buyer returns the item you shipped them.

Don't let everybody on the forums, like a broken record, lead you to believe Ebay always sides with the buyer. Maybe it's because they have never stood up to a scamming buyer or believe in that often perpetuated myth. If you have all your ducks in a row, with what you have described, you can prevail on a SNAD case.

Select "Send Buyer a Message"
Write this:
"Dear [buyer]:
"Thank you so much for your message sent thru the eBay messaging system confirming what I sent you is indeed NOT an Intel Core i7 7700k unlocked CPU capable of 4.2 thru 4.5 Ghz speeds. As we can tell from many listings on eBay and elsewhere, that particular CPU is the final retail version of the Core i7-7700k model and is normally priced at $350 and up.
"Again, you are ABSOLUTELY CORRECT that I did NOT send you an Intel Core i7 7700k unlocked CPU capable of 4.2 thru 4.5 Ghz speeds.
"What I did send you was the item that is EXACTLY described in the listing, an Intel Core i7-7700k QKYP Engineering Sample capable of 3.7 to 4.1 GHz speeds. As you must know because you did your due diligence and buyers research before buying my item, the the Intel Core i7-7700k QKYP Engineering Samples are pre-release testing prototypes of the final CPU processor. As you no doubt discovered while researching the item, according to Intel:
"As such, these Engineering samples should not be confused with the final product released to the public at retail, which in this case would be the product capable of 4.2 to 4.5 GHz speeds.

After you send the above, the Buyer will either go away or open up a SNAD case.
As a side note, the same Intel web page I quoted above states:
I'm not sure if your case will be negatively viewed by eBay due to the fact that you are not supposed to sell the Engineering Samples.

Beginning in October 2017, returns requests may automatically be accepted to make the returns process easier for you and your buyers. eBay will automatically accept a return request and provide a return shipping label to the buyer when the buyer pays for return shipping.
