Have a buyer that made the initial and first bid on an item, then emailed me wanting me to close the auction immediately, he however did not use the Buy It Now option. I asked if he did and he said no, that he would offer $250 (BIN bid was $275). I told him as long as he was aware that he also had to pay the $50 shipping costs I would accept the $250 bid (My auction clearly stated that the winning bidder had to also pay the $50 shipping cost along with the winning bid). He responded back that no, he wanted the $250 to include the $50 shipping, I of course told him no and that is not how the auction was set up or how it worked. Then I told him I would give him a negative review and report him to ebay. He apologized to me, never heard more from him. However, he still had the winning bid! 30 minutes before the auction ends, he emails me wanting to make sure I cancel his bid? I refused and again told him he was responsible, even sent him the rules from ebay on bidding on an item and the bidders responsibility, he informed me he would give me a negative review for not cancelling the bid and show ebay where he purchased a like item elsewhere! I told him that was his problem and he was still responsible for his bid. I then sent him the invoice thru ebay and now have 4 days to wait for his payment. SO, what are my options if this ahole doesnt pay other than a bad review on his profile?

When a buyer wants to back out of a transaction it is in your best interest to comply with their request. Refusing to doing so could lead to big problems for YOU that could be costly.
FYI - Sellers cannot give negatives to buyers, hasn't been possible for 15 YEARS! If you leave a positive with a bad review you are breaking policy and if reported by the buyer will cause you additional problems.

First of all, sellers cannot leave a negative review for a buyer or negative comment in a positive review.
Second, if you force a buyer to complete a payment (which can't be done), you will get a return, whether you accept them or not.
Things have changed. Maybe take a look at the help section and familiarize yourself with how things work.

If you intend to continue to sell online, then you really need to learn and understand how it works. No one can force a buyer to actually pay for an item. Sellers cannot leave negative feedback for any buyer. You were told by this buyer they no longer wanted the item at your price, yet you want to force them to purchase, when you simply cannot. At this point all you can do is wait the four days and cancel due to non-payment- which will give a strike to the buyer and nothing else. Best of luck to you....

A buyer does not have to try very hard to not pay for an item. All he has to do is ... not pay.
So, what are my options if this ahole doesnt pay other than a bad review on his profile?
Your option is to file a nonpayment dispute and move on with your life. You cannot leave him a bad review because that is against eBay policy.

Unfortunately this got ugly real fast. The winning bid was $200 and shipping was $50 so in the end he got it for the price he initially offered ($250 total). I quit doing auctions about 18 years ago or so. Buy it Now with IPR is the way to go. It was unlikely there would be another bidder to get the price any higher unless an item is a hot commodity (auctions are largely dead except in a hot commodity scenario).
Telling him you were going to give him a neg was not the way to go (even though it can't be done anyway). It just made things go from bad to worse.
If I were in your shoes I would hope he doesn't end up paying and you can move on from this. If he does pay you are going to likely get a NAD complaint and then you will be forced to pay to have the item shipped back to you and have to hope he doesn't return his old part or even a rock (which you will still get stuck refunding his payment for).
Matter of fact you should cancel the sale using "buyer asked to cancel" since that is what they want and you can be done with it. Best of luck to you. Hope it all works out.
