You can also just add this buyer's ID to your buyer exemption list.

that is what I finally had to do, and then my buyer was able to pay.
This solved my issue. but, it may happen in the future again, but I will know what to do if it does. Now, I wonder how to fix it from ever happening. I still don't know where I originally placed a block on buyers limited to one item to buy every ten day period.
