I sold a PlayStation with 19 games. I shipped it in 2 packages. The first one was everything including 16 games. The second one was a small package with the remaining 3 games. The issue: Buyer claims he did not receive the 2nd package with 3 games. But he opened a INR and wants a refund for both packages. I have sent eBay tracking for both packages with proof of delivery. This buyer has (0) ratings and I am suspicious. He has not replied after I sent a message with tracking with delivery dates.
Your thoughts on this would be appreciated!

@cicelyharold123_6 Did the buyer just message you about it? Or did they open a case for an Item not Received? Since you uploaded proof of delivery they may have decided they couldn't get away with a scam, or maybe they found the 2nd package. One time, I had a delivery and one of the packages was under a bush! I did let the buyer know that I found it.
I wouldn't worry about it. If they do open a case, you can upload proof of delivery again. I would save any tracking numbers in case they get deleted on ebay. If they do open a case, all you can do is follow ebay's instructions and respond in the time frame they specify. FYI, buyers get a lot longer to respond than sellers. Best of Luck!

If you responded to the claim and upload both tracking numbers showing the 2 boxes were delivered, ebay should find in your favor. It can sometimes take a few days.

Since you uploaded your tracking numbers you should be fine. It may take 5-7 days for eBay to make a decision in your favor.

It looks like you are protected in this case - one of the only times when you are - My concern would be is this buyer planning on using his attempt to get help from you as an eventual reason for filing a CC Chargeback? That 0 feedback and request for a full refund would have me worried... though I tend to worry needlessly anyway, so here's hoping things turn out golden for you..

Thank you! I was so upset about this but it all turned out in my favor. I really think this was an attempted scam and now I will be cautious of (0) feedback buyers.

Thank you! for advising me, I am truly grateful. It all worked out in my favor. I really believe this was an attempted scam and my worry was the same as yours. In the future I will be hesitant to sell to (0) feedback buyers,
