I sent a Iphone to Orlando and 2 days later I have a signature required receipt with his name. I get a message the next morning that he didn't get it. I get a message from Ebay that a dispute has been claimed that the buyer is not 100% satisfied and didn't receive the package. I followed all the guidelines, sent him all his answered questions, copies of tracking and receipts, but I am still minus $720 in my acct. I already have the funds transferred but my acct is in the minus. Ebay is attached to my checking account and that is scarry. Is Ebay going to give him the benefit of doubt with all the facts in my favor and honor their 100% satisfaction guarantee?

I would also be nervous.
A couple questions:
Was it an ebay Item not received claim or did they dispute it with their payment processor?
Did you put the Tracking into the claim, not just send it to the buyer?
If this was an ebay Item not received claim AND you put the tracking/receipts into the claim, Ebay should side with you. You may want to send ebay a message through twitter or facebook and see if they will close the listing in your favor since you have proof of delivery and signature. I would not trust Ebay Bots to make the decision.
If this is a dispute with the payment processor, it is not Ebay's decision. However, most payment processors will look at that evidence and side with you but, in the end ebay has no control.
As a general rule, You should not sell anything online that you can not afford to loose. There are scammers out there. Electronics is a HUGE scam category. On top of that, they prey on newer sellers who may not know how to protect themselves from scams.
-I wish you the best of luck.

Answer the ebay claim (if it was a item not received claim) with the tracking number and signature confirmation showing delivery.

I had the same thing happen, I had signature conformation. I contacted Fedex, they provided me with a conformation letter that it was in fact delivered to that address with signature conformation. I won the claim, however, it took about a month until they released the hold on my money.

You have the serial number and IMEI, correct? Report the phone as lost or stolen. If your buyer does not have it as they say they do not, it renders it unable to be registered with a carrier/used.
If you are both in FL - how far away is this person/post office? Did you use USPS or Fedex?
Good luck!~
