Buyer`s can`t complete a purchase

I received an email from a potential buyer this morning saying that during check out they got a message that said "buyer is not receiving purchases right now"

E Bay says it some kind of glitch and it`s happening to multiple sellers/buyers, just wondering if anyone knows more about this?

No I am not managed payments and got this message from a buyer

Just got a message you can't accept payment right now. Thoughts?

And it seemed to be a hit or miss as I responded that I had just been paid for other items without an issue
Thankfully it's something they wanted so they kept trying & the payment finally worked

Looks like its still going, the best part is E Bay (kind of) blames it on the sellers.....

I've had that happen several times in the last couple of months.  I always explain that it's an eBay glitch and to please keep trying.

I wonder how many others tried to pay and couldn't, then never contacted me about it. 

It has happened both before and after eBay forced me into Managed Payments (mid October), so I don't think that is the issue.
