Buyer requests return on sealed item?

I sold a sealed DVD series with some 20 dvds inside.

Over a week after buyer received item, they open a return and say there is rattling inside.

Item was packed great.

I know some times the dvd hinges might pop off.

They made no mention of opening to check for any actual damage.

My return policy is 20%.

Do i request them to open to ensure damage? Or is this a 20% restock charge if they did not check.

And being sealed, what if they opened it?

I believe I read here that with the latest changes, restocking fees are no longer allowed.

I saw that somewhere too, but cannot find it now. I think it was in the 2018 spring update.
